Antique vintage rare medical strength tester measuring device G Tiemann

I’m not exactly sure what this is. It looks like you stand on the board and pull up on the chain and can measure the force you can pull. G Tiemann made medical strength instruments and I’m guessing this might be a variation. Please see pics and ask any questions.
